Can a winch be used as a fall arrest device?
No - winch gearing is not designed to arrest a falling mass, and using it that way is a serious error.
Retrieval and fall arrest are two distinct functions on two distinct lines.
The winch raises and lowers under control; a fall arrest block catches a fall.
Standard practice is a winch on one line and a fall arrest device with retrieval capability on another.
Some devices combine both functions and are certified for both.
Where they do, the certification states it explicitly rather than being inferred.
How quickly does a rescue have to happen?
In minutes - the limit is set by the atmosphere and by suspension trauma together.
Suspension in a harness restricts blood return and can cause loss of consciousness surprisingly quickly.
An oxygen-deficient or toxic atmosphere gives even less time.
Equipment that takes a long time to rig does not meet the requirement.
Nor does equipment that someone has to work out on the day.
Speed of deployment is therefore a design consideration rather than a convenience.
Is calling the emergency services a rescue plan?
Generally not for a confined space - response times exceed the survival window.
Arriving crews also face the same hazard and need to assess before entering.
Most jurisdictions require rescue capability to be in place before entry is permitted.
That means equipment, trained people and a rehearsed plan on site.
Emergency services form part of the plan rather than being the whole of it.
The specific requirement differs by market and should be established before work is planned.
What training does the equipment need?
Enough that it can be rigged under pressure - a winch nobody has rigged before is not a rescue capability.
Rehearsal converts equipment into an actual plan.
Rigging, anchoring, casualty attachment and communication all have to be practised.
Periodic refresher practice matters because the skill decays and people change.
Training requirements are set by the local regime and often by the insurer.
Records of training are part of demonstrating the rescue plan exists.
What inspection do winches require?
Pre-use checks by the user and periodic thorough examination by a competent person.
Wire rope or webbing is checked for damage, corrosion and deformation.
Gearing, brakes and the handle mechanism are function-tested.
Any device that has arrested a fall or taken a shock load is withdrawn until assessed.
